The Trustees of the Scioto County Public Library met on this date at 12:12 p.m. to set the Organization of the Board for 2025, adopt the 2025 estimated revenue and appropriations, appoint 2025 Committees, and set dates and times of the regular board meetings. The following members were present: Dr. Charles Kemp – President of the Board, Mrs. Kara Tieman – Secretary of the Board, Mrs. Tamela Morton – Board Member, Ms. Ruthann Brush – Board Member, and Ms. Joan Roberts – Board Member. Representing the library were Paige Williams – Director, Linda Berry – Deputy Director, Travis McNeilan – Fiscal Officer, Keely Woloschek – HR Manager, and Katie Williams – Marketing Manager. The following visitors were present: Joseph Horsley.

Mrs. Morton motioned, seconded by Mrs. Tieman and unanimously carried, to nominate and elect Mr. Ryan Salmons as President of the Board of Trustees.

Mrs. Morton motioned, seconded by Mrs. Tieman and unanimously carried, to nominate and elect Ms. Joan Roberts as Vice President of the Board of Trustees.

Mrs. Morton motioned, seconded by Mrs. Tieman and unanimously carried, to nominate and elect Ms. Ruthann Brush as Secretary of the Board of Trustees.

Mrs. Morton motioned, seconded by Mrs. Tieman, to nominate Travis McNeilan for the office of Fiscal Officer. Said Fiscal Officer to furnish bond in the sum of $100,000.00, payable to the Board of Trustees of the library, conditioned according to law. The Fiscal Officer presented such bond therefore the Board of Trustees hereby approves the sum of $100,000.00, with the Cincinnati Insurance Company, Cincinnati, Ohio, as surety, the same. On roll call, the members voted as follows: Mrs. Morton – yes, Mrs. Tieman – yes, Ms. Brush – yes, Dr. Kemp – yes, and Ms. Roberts – yes.

Deputy Director and Notary Public Linda Berry administered the Fiscal Officer Oath of Office to Travis McNeilan.

On motion of Ms. Roberts, seconded by Mrs. Morton, to nominate Keely Woloschek for the office of HR Manager/Deputy Fiscal Officer. Said HR Manager/Deputy Fiscal Officer to furnish bond in the sum of $100,000.00, payable to the Board of Trustees of the library, conditioned according to law. The HR Manager/Deputy Fiscal Officer presented such bond therefore the Board of Trustees hereby approves the sum of $100,000.00, with the Cincinnati Insurance Company, Cincinnati, Ohio, as surety, the same. On roll call, the members voted as follows: Mrs. Morton – yes, Mrs. Tieman – yes, Ms. Brush – yes, Dr. Kemp – yes, and Ms. Roberts – yes.

Mrs. Morton motioned, seconded by Ms. Roberts, to adopt the following 2025 Estimated Revenue and Appropriations Revision #2:

On roll call, the members voted as follows: Mrs. Morton – yes, Mrs. Tieman – yes, Ms. Brush – yes, Dr. Kemp – yes, and Ms. Roberts – yes.

Appointment of 2025 Committees (Informational)

The membership of all committees will remain the same for 2025 with the exception of removing Mr. Ryan Salmons from any committees and replacing him with Dr. Charles Kemp.

Mrs. Tieman motioned, seconded by Ms. Brush and unanimously carried, to set the Scioto County Public Library’s Board of Trustees 2025 Regular Meetings to take place at the Portsmouth Branch in the Copley Meeting Room located at 1220 Gallia Street, Portsmouth, Ohio at 12:00 p.m. on the 3rd Thursday of each month during the year, unless otherwise ordered by the Board of Trustees.

There was no Public Comment.

Ms. Brush motioned, seconded by Mrs. Tieman and unanimously carried, to excuse Mrs. Jennifer Schackart and Mr. Ryan Salmons from the January 14th, 2025 Organizational Board Meeting.

There being no further business, on motion duly made and seconded, adjournment was taken at 12:25 p.m.
