Property & Extension Committee Minutes – April 21, 2026

Scioto County Public Library Board of Trustees

The Property & Extension Committee of the Scioto County Public Library met in an official committee meeting on this date at 12:00 pm to discuss Wheelersburg branch flooring and the Bookmobile Garage Addition. The following committee members were present: Ms. Ruthann Brush – Chair, Mrs. Jennifer Schackart – Member, and Dr. Charles Kemp – Member. Dr. Kemp entered the meeting at 12:08 pm. Ms. Ruthann Brush called the meeting to order. Mrs. Kara Tieman – Board Member, Mrs. Tamela Morton – Board Member and Ms. Joan Roberts – Board Member were also present. Representing the library were Paige Williams – Director, Linda Berry – Deputy Director, Travis McNeilan – Fiscal Officer, and Katie Williams – Marketing Manager. There were no visitors present.

1) Wheelersburg Flooring – The committee discussed and reviewed four quotes for replacing all the flooring at the Wheelersburg branch. Two quotes were from Carpets Plus Color Tile in New Boston and the other two quotes were from Crabtree’s Carpet and Flooring in Lucasville. Both companies quoted to replace the flooring with new materials that were the same type as what was currently there and then both companies also provided a quote for switching carpeted areas over to luxury vinyl planks. The prices for keeping the flooring types the same were $26,928.00 from Carpets Plus and $27,986.00 from Crabtree’s. The prices to change carpeted areas to luxury vinyl planks were $25,712.00 from Carpets Plus and $22,966.00 from Crabtree’s Carpet. It was noted that since the quotes were from August 2025, that flooring prices may have increased and the quotes may have expired. The committee recommends to the full board to choose Crabtree’s Carpet to provide an updated quote and proceed with replacing the flooring.

2) Bookmobile Garage Addition (Informational) – The committee discussed a bookmobile garage addition. The question of re-formatting the parking lot at the Portsmouth location was also discussed. Paige will contact an architect to have estimates for both projects to be prepared.

There being no further business, on motion duly made and seconded, adjournment was taken at 12:13 p.m.

Approved this 19th day of May, 2026.
