The Property & Extension Committee of the Scioto County Public Library met in an official committee meeting on this date at 12:26 p.m. to discuss the Lucasville Branch Stream Restoration Project. The following committee members were present: Ms. Ruthann Brush – Chair and Dr. Charles Kemp – Member. Mrs. Jennifer Schackart – Member was absent. Ms. Ruthann Brush called the meeting to order. Mrs. Kara Tieman – Secretary of the Board, Ms. Joan Roberts – Vice President of the Board, and Mrs. Tamela Morton – Board Member were also present. Representing the library were Paige Williams – Director, Linda Berry – Deputy Director, Travis McNeilan – Fiscal Officer, Keely Woloschek – HR Manger, and Katie Williams – Marketing Manager. The following visitors were present: Joseph Horsley.

1) Lucasville Branch Stream Restoration Project – Skeens Excavating, Inc. completed the project on December 27, 2024. The engineer from Terracon/Skelly and Loy submitted the final report for the project. The final report stated that the project is completed as bid except for the question of live plantings and trees which will not be able to be determined until growing season in the spring. Terracon/Skelly and Loy state they cannot sign the Notice of Completion Form as it was created by Sands Decker but their report states the project is complete except for the question of the plantings.

Payment of Invoices to Skeens: The Original Bid invoice #2024-002 for $108,900.00 (45% of the bid) was paid on November 14, 2024. There are four invoices left to be paid to Skeens: Two for the original bids – #2024/003 for $128,260.00 (48% of the bid) and #2024/004 for $4,840.00 (2% of the bid). Change Order – #2025/001 – $7,500.00 – The Change Order invoice was for a new survey as the original survey points in the stream were washed away due to Hurricane Helene in late September 2024. Skeens Invoice for Time Not Worked – #2024/001 – $47,798.50. As pertains to the additional invoice for the time not worked due to the easement issue, I contacted Glenn Decker of Sands Decker and sent him all the documentation. We did have one discussion over the telephone and he requested more information which was provided but he did not discuss the possibility of his company paying for any part of the invoice. I did ask Glenn to submit a final answer via email which was submitted to the Prosecutor’s Office. The Prosecutor’s Office requested more documentation from the Library and Skeens which is being compiled.

The Board discussed paying invoices: #2024/003 for $128,260.00 (original bid) and #2025/001 for $7,500.00 (change order). The Board will wait to ascertain if the plantings in question were planted to pay invoice #2024/004 in the amount of $4,840.00. The invoice #2024/001 in the amount of $47,798.50 is being reviewed by legal counsel.

There being no further business, on motion duly made and seconded, adjournment was taken at 12:49 p.m.

Approved this 20th day of February, 2025.
