2023-2024 Audit Update (Informational)
Everything has been smooth with the audit. The auditors are done with on-site work. This week they are working on drafting the audit report. After that it will just be handed up to mangers and the Chief Auditor to be completely reviewed and finalized. We should receive the final report in a month or so. As of writing this there are zero findings and zero issues that need addressed with procedure/policy changes.
Fiscal Officer CPIM Certification and Fiscal Integrity Act Certification (Informational)
As discussed at the last meeting the Fiscal Officer went through the required training to become CPIM certified. This allows the Fiscal Officer to invest in compliant options outside of just STAR Ohio should the need and desire arise. Additionally, this allowed them to complete the Auditor of State required Fiscal Integrity Act training for the 2024-2028 term.
Miscellaneous: City Trash Credit $1800 and Vendor List Cleanup Project (Informational)
After stopping by in person, the City has finally granted our $1,800 credit request for the trash service for cans that have not existed for about a decade which will be received as credits on our accounts. This past month the vendor list was completely cleaned within our accounting system. 1,400 inactive vendors that have had no activity since the switch to VIP in 2018 were deleted. For the remaining 400 vendors we reorganized their vendors and remit to codes into a new coding format making it much easier to add new vendors going forward. The end result is a dramatically cleaner, up-to-date, and accurate vendor list.

Report of the Director
Public Library Funding in Biennial Budget
Amended Sub. HB 96, as passed by the House, proposes to create a line-item appropriation, instead of a percentage of the General Revenue Fund (GRF), to provide state funding to Ohio’s public libraries. This means the Public Library Fund (PLF) would no longer receive 1.7% of the state’s GRF as stated in permanent law. Instead, the PLF would be a line-item appropriation and vulnerable for elimination in the next state budget.
The proposed line-item appropriations are $490 million in FY26 and $500 million in FY27. It’s important to note that this proposal compared to Governor DeWine’s proposal still falls $90.8 million short for public libraries over the biennium. Governor DeWine’s proposal was to increase the PLF to 1.75%. Please note that this is a process and the state budget still has to work its way through the Ohio Senate with the final version to be presented to the Governor in late June.
