2024 Final Compilation Update – Payroll Clearing Adjustment and Besco Interest Correction (Informational)
The Bank Report and Statement of Cash were out of balance by $12,491.01 due to the amount of the payroll clearing account adjustment done in VIP back in October 2024 due to a reconciliation error message. After calling again, VIP realized they had done an improper adjustment which is why they were off balance. This was resolved on 2/13/2025. Additionally, in 2023 the Fiscal Officer had Millhuff-Stang do an entry to correct interest for the Besco Bequest that had been posted to the wrong revenue account during their compilation. This was corrected on the same call with VIP to fix it in the Library’s books as well.
Miscellaneous: City Trash Credit, ACH Switches, Cross-Training, AP Improvements (Informational)
The Portsmouth City water bills were being monitored closely to ensure they did not charge the Library for a dumpster while shopping for trash services. It was noticed that the bookmobile garage was getting charged for trash cans which we did not have. After researching and asking those who have been here, there did used to be cans there, but they disappeared about a decade ago. Travis went back and calculated that we paid $1805.96 in error since June 2018 (that is how far back paper support and current accounting system went). Travis requested a credit from the City. The Water Department Director stated typically they only go back 12 or 18 months, but that she was waiting to hear back from the City Manager and City Solicitor to see in an exception could be made.
AT&T and Rumpke are now two more recurring checks that have now been moved to ACH auto pay. The Library’s banking RFP is coming up within a year, and inquiries will be made about making it easier to set up ACH auto pay and seeing how much it would cost to pay things via ACH rather than check, especially given the increasing issues with the US Postal Service losing or delaying checks.
In January, Keely completed the bank reconciliations, did a large January check run, and cut some payroll clearing checks in VIP. This was to keep her updated and properly cross-trained on the processes as the Fiscal Officer back-up since she had not done most of them since before her leave last year. Additionally, it helps serve as another good check and balance to have someone else reconcile regularly.

Dr. Kemp motioned, seconded by Ms. Roberts, to approve the payment of the Skeens invoice #2024/004 in the amount of $4,840.00 for the final payment of the original bid.
