Built by George Kricker in 1893 facing Government Square, (the Esplanade) it held a bank, grocery, Portsmouth City Offices, jeweler, business college on the third floor, and various other businesses. It was also known as the city building, The Coggswell Lion and water fountain visible in this photo were put in place in 1884. The Esplanade was then known as Fountain Square.

The Elk lodge # 154 moved here from Second (2nd) Street in about 1916. This location was razed and Portsmouth's third Masonic Temple building was erected in 1928.
